Bioshock 2 Metro Pack DLC causes issues
Posted on Friday, 14 May 2010 by Speed, source: EvilAvatar
Bioshock 2 and DLC seems to be a bad combination.
The first DLC pack came under fire upon release, due to the fact that it was actually already present on the disc, making that people had to pay to unlock content they physically already had. Now, the "Rapture Metro" DLC pack has been released on PSN and Xbox LIVE and it seems it's getting hammered by players as well.
The reason: if only one person (out of the six required to start a match) doesn't have the new DLC, the new maps are automatically disabled, forcing players to choose from the default ones.
2K Games has issued a response, stating that people should create private matches for the new maps:

Here's the deal.
We couldn't assume all players would purchase the new maps, so we made a design decision to unify the player base and make sure no one got split up (because as we've already talked about a couple weeks back, no one likes that.) The DLC maps cycle into the rotation during public matches if everyone in the room owns them, otherwise, base maps are used - that way you can still play with your friends even if they don't own the new content.
If you want direct control over your maps, creating a private match is definitely the way to go.
The problem with that, of course, is that in order to be able to earn achievements/trophies, you're obliged to play publicly/ranked...We couldn't assume all players would purchase the new maps, so we made a design decision to unify the player base and make sure no one got split up (because as we've already talked about a couple weeks back, no one likes that.)
