Call of Duty employs 500 people

Activision's Dave Stohl has stated that in total four or five studios constantly work on Call of Duty games (including the upcoming Call of Duty: Modern Warfare 3), which makes for a total of about 500 employees.
Infinity Ward and Sledgehammer are working on the aforementioned Call of Duty: Modern Warfare 3.
Treyarch worked on Black Ops and usually does non Modern Warfare games, Beachhead does Call of Duty Elite, and Demonware handles the services for all the Call of Duty games.
And then we haven't included yet studios like Raven who occasionally drop in to provide help with DLC and other stuff.
