Leaked image of 3DS hardware?

Nintendo is currently working hard with testing a new DS - presumable the 3DS - along with the US Federal Communications Commission.
The images of the test example, currently deleted by the FCC, show the "Nintendo CTR Target Board". This part is given to the FCC to have the Wi-Fi tested for use on the American market.
What you can exactly deduct from the picture is still quite unclear, but according to WirelessGoodness this is probably the newest iteration of the DS, but it can just as well be a test for a new Wi-Fi module for the existing model.
The double screen on the card does remain something we haven't seen before in a DS, especially as all systems up to now had double 4:3 screens while this item clearly is created for 16:9 on top. If this really is the new 3DS then the system clearly will keep its double screens but only the top one will have Sharps auto-stereoscopic 3D technology, while the bottom one will do without.
The most important aspect that suggests this is a new DS is the codename: CTR. Each Nintendo hardware revision of the DS was preceded with similar three letter codes. The DSi was known internally as the TWL, the jumbo version - DSi XL - was the UTL. CTR has never been used before.
Launching of a new update for an existing model seems unlikely with the 3DS around the corner but we'll probably have to wait for E3 to get final confirmation, along with the real name of the 3DS.
