No mods nor player-owned servers for BF: Bad Company 2

When Infinity Ward announced they wouldn't be supported dedicated servers, Digital Illusions was one of the first devs to announce they would keep dedicated servers possible. However, it seems they're playing with words as "player-owned" servers won't be a possibility:
People like running their own servers so they can run mods and custom maps, but it seems Electronic Arts isn't interested in that at all as the same update of the Battlefield Blog notes there won't be any mod tools released
"Public Server Files: We will not distribute these publicly. There are many factors for why we have decided this with the biggest factor being security & integrity of our game & Dedicated Servers."

Mod Tools: There will not be mod tools for BFBC2. However a majority of the the games logic is controlled by the server and there will be Serverside control options for the dedicated servers

Repii, one of the devs, explained that the lack of mod-tools is because such tools, in the case of BFBC2, would be impossible. You can see it here:

In general repii has been very frank and honest in his other replies, even hanging zerg16 (board manager) out to dry on one occasion, so I don't doubt him.
