The real reason behind the delay of Oblivion?

A few months ago, developer Bethesda announced that The Elder Scrolls IV: Oblivion won't make it as launch game for the Xbox 360. The company disappointed innumerable people and said the reason was they still had to finish the game.

Now an obscure Spanish games site claims they found out the 'real' reason behind the delay of the game. According their sources, Oblivion was really ready, but with the arrival of the last official Xbox 360 dev kits developer Bethesda came to the decision the Xbox 360 was even stronger than originally thought. That would be the reason of the delay: they wanted the game to look better.

Given the fact that there aren't any reports of Bethesda that indicate this is true and we only have the 'sources' of one unknown site, we must take this theory with a little salt. However, Oblivion is planned for the end of April next year, for Xbox360 and for PC.

Yet this doesnt explain why it hasnt be release on the PC in the mean time.
Unless they want a simultaneous release so that they can combine advertisement, i dont think this is entirely true, i think there was/is still more to be tweaked.

I bet game makers have a contract that says they can't release the PC version before the Xbox version because MS is paying for advertising. Selling the PC first would kill Xbox momentum.
