The guys over at Digital Battle have composed an interesting list of which games have cost the most to produce (for now). In the list we see many familiar names, but also some names that have yet to be released.

• Killzone 2: $45
• Final Fantasy XII: $48 million
• LA Noire: $50 million
• APB: $50 million
• Halo 3: $55 million
• Metal Gear Solid 4: $60 million
• Too Human: $60+ million
• Shenmue: $70 million
• Gran Turismo 5: $80 million
• Grand Theft Auto IV: $100 million

The biggest surprise is Shenmue, a title for the SEGA Dreamcast, when SEGA still made consoles. Sadly enough the game couldn't return on the investment, seeing how it disappointed in terms of sales. For the complete explanation for every title, you'd best check Digital Battle itself.
